Horsey Way cycle route (Phase 1b) between Eastbourne Railway Station and Ringwood Road, Eastbourne – revised design and update on planned works
East Sussex Highways are working in partnership with East Sussex County Council to provide a new phase of a key cycle route in Eastbourne. The Horsey Way cycle route (Phase 1b) will introduce safer facilities for cyclists travelling between Eastbourne Railway Station in the town centre and Ringwood Road, where it connects with the existing route. This will then provide a continuous cycle route between Langney Rise and Eastbourne Railway Station.
Background
The Horsey Way Phase 1b cycle route was approved for construction by the Lead Member for Transport & Environment in February 2022, following a public consultation exercise in summer 2021. A copy of the report to the Lead Member decision making meeting is available online using the webpage address provided at the end of this letter on page two. The consultation outcomes have been used to inform the final design. This letter set outs the changes to the design and provides an update on the details of the planned works.
Cavendish Avenue & section of Ashford Road between Bourne Street and Cavendish Place
Instead of the previously proposed footway widening construction works and shared route footway/cycleway, cyclists will continue ‘on road’ for this 400 metre section.
There will be no segregation between cyclists and vehicular traffic i.e. road markings will not be used to provide a cycle lane on the road. Therefore, to advise all road users of the presence of cyclists using this route, new signage and additional ‘cyclist’ road markings will be introduced on the road.
In front of 131 Ashford Road, there will be a short 5 metre section of on-road cycle lane that leads into a cycle slip road and ramp. The provision of the slip road/ramp (located in front of 129 Ashford Road) will enable town centre bound cyclists to transfer from the road to the pavement. Cyclists will then need to dismount before using the signalised pedestrian crossing across Ashford Road and then Cavendish Place, so that they can join the shared route on the newly widened pavement.
The pavement on the north side of 97 Cavendish Place will be widened in order to provide enough space for both pedestians and dismounted cyclists.
Ashford Road: section between Cavendish Place and Susans Road
The existing pavement on the north side of Ashford Road (between the junctions with Susans Rd and Cavendish Place) will be widened to 3.5 metres.
The footway will then be converted to a ‘shared’ footway/cycleway, meaning that cyclists will be allowed to use the pavement (in both directions) as well as pedestrians. Cyclists and pedestrians will not be segregated i.e. there will not be a dedicated lane for cyclists.
Near to 144 and 146 Ashford Road, a cycle slip road will be provided to transfer ‘out of town’ bound cyclists from the shared route onto the road. The slip road will lead on to a short 4 metre section of on-road cycle lane which then leads into an Advanced Stop Line area for cyclists at the junction with Cavendish Place.
Ashford Road: section between Susans Road and Junction Road
The existing widened pavement on the north side of Ashford Rd between Junction Rd and Susans Road will be formally converted to a ‘shared’ footway/cycleway, meaning cyclists will be allowed to use the pavement (in both directions) as well as pedestrians. Cyclists and pedestrians will not be segregated. New signage and lining will be introduced.
Ashford Road: section between Eastbourne Railway Station and Junction Road
A ‘shared route’ footway/cycleway will be formally introduced on the existing widened pavement between Eastbourne Railway Station (immediately east of the entrance to the drop off car park) and the junction with Junction Road.
Prior to the route being formally opened to cyclists, lining and new signs will be introduced.
A new cycle slip road will be provided on the east side of the entrance to the railway station drop off car park, to enable eastbound cyclists to transfer from Ashford Rd (on carriageway) to the shared route footway/cycleway.
