Eastbourne Local Plan 2025 to 2042: Regulation 19

The Eastbourne Local Plan sets out a vision, objectives and development strategy for the borough up to 2042. It will guide decisions about new homes, jobs, infrastructure and community facilities, with policies covering matters including design, transport, flood risk, biodiversity, environmental sustainability and economic development.

This is the Publication Stage, also known as Regulation 19. It is the final stage of public engagement before the plan is submitted to the Secretary of State for independent examination. Unlike earlier consultations, it is not a general consultation on the plan’s content. Representations should focus on whether the plan is legally compliant and whether it is sound.

  • Positively prepared: based on a strategy that seeks to meet the borough’s development and infrastructure needs.
  • Justified: supported by appropriate evidence and a suitable strategy when compared with reasonable alternatives.
  • Effective: deliverable over the plan period and based on effective joint working on matters that cross administrative boundaries.
  • Consistent with national policy: enabling sustainable development in line with national planning policy.

You can view the Proposed Submission Local Plan, Policies Map and supporting evidence at www.lewes-eastbourne.gov.uk/Eastbourne-Local-Plan.

Paper copies are available at the Customer Contact Centre, 1 Grove Road, Eastbourne, BN21 4TW, from 10am to 2pm, Monday to Friday, during the consultation period.
